To accelerate India’s shift to green energy, the government intends to implement an Approved List of Models and Manufacturers (ALMM) for solar cells based on module production.
With effect from April 1, 2026, the government hopes to add solar PV cells to the second list (List II) under the ALMM.
To encourage the production and use of solar panels made in India, the government launched the ALMM order (List I) for solar modules in 2019. Purchasing PV modules from manufacturers and models listed in ALMM List I became mandatory.
An office note from the Ministry of New and Renewable Energy states that while List-II would identify and include models and manufacturers of solar PV cells, the ALMM order dated January 2, 2019 specified models and manufacturers of solar PV modules.
However, according to the official document, List II of solar PV cells has not yet been issued because the installed capacity of solar PV cells in the nation was less than the demand.
The draft report further suggested that starting on April 1, 2026, solar PV modules that are currently listed in ALMM List-I (for solar PV modules) and have an expiration date later than Mach 31, 2026, must additionally employ solar PV cells listed in ALMM List-II (for solar PV cells).
According to the draft, modules may be delisted from ALMM List-I if they lack the cells listed in List-II.
“All projects where the last date of bid submission is before the issuance of this order shall stand exempted from the mandatory requirement of using solar PV cells from ALMM List-II,” the draft stated.
