Hong Kong Launches Incentive Scheme to Promote Green Maritime Fuel Bunkering

The Marine Department of Hong Kong has introduced the Green Maritime Fuel Bunkering Incentive Scheme in a move aimed at positioning the city as a regional hub for environmentally responsible maritime refueling. Announced on June 30, the scheme is designed to accelerate the adoption of low and zero carbon fuels in alignment with global decarbonisation goals set by the International Maritime Organization (IMO).

The IMO has outlined a target to achieve net-zero emissions from international shipping by around 2050. In response, governments and industry stakeholders worldwide are transitioning toward cleaner fuels such as liquefied natural gas (LNG) and green methanol. The new scheme complements Hong Kong’s previously announced Action Plan on Green Maritime Fuel Bunkering, released in November 2024, which includes a framework of five strategies and ten actions to advance green fuel bunkering and trading capabilities.

As part of the incentive initiative, companies pioneering LNG or green methanol bunkering in Hong Kong will receive financial support. Each company may receive HKD 500,000 for up to two qualifying bunkering operations carried out within one year following the Marine Department’s acceptance of their risk assessments. Firms that have already conducted relevant assessments or operations prior to the scheme’s launch may also qualify. The total incentive available per company for each recognized fuel type is capped at HKD 2 million, with funding awarded on a first-come, first-served basis.

According to a Marine Department spokesperson, the scheme aims to lower barriers for early adopters and establish a foundation for broader industry development. “Hong Kong, China has consistently supported the IMO’s emissions reduction targets. This initiative leverages our port’s strategic location near major international shipping routes to strengthen our position as a leading bunkering and maritime services centre,” the spokesperson stated.

The Marine Department has also set up a dedicated team to assist companies interested in launching green fuel operations in the region. This includes providing streamlined guidance, regulatory clarity, and support throughout the assessment and implementation process.

The incentive scheme is expected to play a key role in attracting early investment, facilitating knowledge transfer, and encouraging the growth of a green maritime ecosystem in Hong Kong.
