JERA Co., Inc. and Samsung C&T Corporation have signed a Memorandum of Understanding (MoU) to explore strategic collaboration aimed at strengthening low-carbon hydrogen and ammonia value chains and improving supply security across Japan and South Korea.
The partnership will examine opportunities to enhance operational flexibility across the hydrogen and ammonia supply chain, supporting both countries’ efforts to build resilient, commercially viable markets for low-carbon fuels.
Companies to Explore Flexible Hydrogen and Ammonia Infrastructure
Under the agreement, JERA and Samsung C&T will jointly evaluate approaches to improve the resilience of hydrogen and ammonia value chains, including methods for managing and segregating carbon intensity attributes within storage infrastructure such as tanks.
The companies said the collaboration reflects the growing importance of hydrogen and ammonia in supporting energy security and decarbonisation, particularly for Japan and South Korea, which remain heavily dependent on imported energy resources.
Supporting Energy Transition in Japan and South Korea
JERA is currently developing Japan’s first integrated low-carbon ammonia value chain, covering production, transportation and utilisation, with commercial operations targeted to begin around fiscal year 2029.
Samsung C&T is also expanding its low-carbon ammonia infrastructure and hydrogen business in South Korea as part of its broader clean energy strategy.
Both companies have been recognised under their respective national programmes supporting the development of low-carbon hydrogen and ammonia supply chains.
JERA was selected as a supplier under Japan’s Ministry of Economy, Trade and Industry (METI) price-gap support scheme announced in December 2025, while Samsung C&T continues to expand its hydrogen portfolio to meet growing demand for clean ammonia and hydrogen.
Focus on Regional Supply Chain Resilience
The companies said combining their expertise and market positions will help strengthen regional supply chain resilience while supporting wider deployment of hydrogen and ammonia across Northeast Asia.
The collaboration will focus on practical solutions that improve supply reliability, infrastructure utilisation and commercial viability as demand for low-carbon fuels increases.

Supports Long-Term Decarbonisation Goals
The MoU aligns with JERA Zero CO2 Emissions 2050, the company’s strategy to achieve net-zero carbon emissions across its domestic and international operations by 2050.
JERA said it will continue working with international partners to expand low-carbon hydrogen and ammonia value chains and support the deployment of cleaner energy solutions.
