AM Green & VOC Port Ink MoU for Green Ammonia Bunkering Hub at Thoothukudi

AM Green, backed by Greenko founders, has signed a Memorandum of Understanding (MoU) with V.O. Chidambaranar Port Authority (VOC Port) in Tuticorin to jointly develop a strategic green ammonia production and bunkering hub, with plans to establish up to 200 kilotonnes per annum (KTPA) of green ammonia marine bunkering capacity by 2029–30 at an estimated investment of ₹2,000 crore. The agreement, signed on May 28, 2026, aims to support India’s green hydrogen ambitions and strengthen its position in the global green maritime fuel market.

Under the MoU, AM Green plans to develop pilot bunkering operations and required infrastructure at VOC Port in line with international standards, with the project having the potential to scale up to 500 KTPA by 2035 representing a total investment of ₹5,000 crore, subject to market demand and industry adoption of low-carbon marine fuels. The partnership also supports AM Green’s proposed 1 million tonnes per year (MTPA) green ammonia production facility near the port, involving an investment of ₹15,000 crore, which is expected to facilitate an additional ₹35,000 crore in renewable power generation investment.

The MoU includes development of ammonia handling, storage and bunkering infrastructure, safety procedures and training programmes, and the partners expect this project will support the development of renewable maritime fuel corridors and value chains in the region and beyond. The collaboration will leverage Tuticorin’s strategic location, existing ammonia handling infrastructure and industrial ecosystem to establish a globally competitive green fuels hub serving both domestic and international markets, with connections to major ports in Europe and Asia.

AM Green is developing a portfolio of renewable ammonia plants in India across Kakinada, Thoothukudi and Kandla, with a targeted total production capacity of 4 million tonnes per year of renewable ammonia, while Coal India Limited signed an agreement with AM Green in May 2025 to supply a combined 4,500 MW of wind and solar energy towards renewable ammonia production. VOC Port’s other key renewable energy and sustainability initiatives include a pilot electrolytic hydrogen plant, a 9 MW wind power project and a new “Green Methanol Bunkering and Refuelling Facility”, as the port aspires to achieve net-zero emissions by 2026.
