The Lloyd’s Register Maritime Decarbonisation Hub (The Decarb Hub) and the Maersk Mc-Kinney Møller Center for Zero Carbon Shipping (MMMCZCS) have jointly released three practitioner handbooks designed to help maritime companies prepare personnel for the safe handling and operation of ammonia-fuelled vessels.
The handbooks focus on competency and training requirements for shipboard and shore-based teams, translating ammonia-related operational scenarios into practical guidance for organisations preparing for the wider adoption of ammonia as a marine fuel.
Why Ammonia Requires New Training Standards
The maritime sector already has established experience in transporting ammonia as cargo. However, using ammonia as a marine fuel introduces different operational conditions and potentially greater personnel exposure.
Ammonia-fuelled vessels require new ship and propulsion-system configurations, including dual-fuel systems, while regular bunkering and continuous fuel-handling activities create additional operational challenges.
Ammonia’s toxicity, corrosivity and reactivity also require personnel to have specific competencies for preventing, detecting and responding to incidents.
The new handbooks are intended to help organisations establish training frameworks that address these risks across both shipboard and shore-based operations.
Three Handbooks Address Key Ammonia Safety Areas
The publication comprises three handbooks, each covering a specific safety-critical area of ammonia-fuelled operations.

The Emergency Response handbook addresses hazard awareness, emergency coordination and response planning. It also covers safety devices, ammonia leak response, emergency escape procedures, firefighting, muster and evacuation, as well as response requirements for marine incidents.

The Maintenance handbook focuses on maintaining ammonia fuel systems and associated equipment. Topics include emergency-related systems, job safety assessments, material compatibility and the selection and replacement of components and spare parts.

The third handbook covers the processes required when ammonia leaks occur. It addresses leak characteristics, detection methods, incident management, isolation procedures, repair activities and the recommissioning of systems following repairs.
Competency Framework Covers Ship and Shore Personnel
The handbooks establish training expectations according to competency groups rather than relying solely on individual job titles.
The framework covers corporate, management, operational and support functions across shipboard and shore-based teams. This approach is intended to ensure that training requirements reflect an individual’s responsibilities and level of exposure to ammonia-related risks.
The guidance also specifically addresses the interfaces between ships and shore facilities, recognising that ammonia bunkering and fuel operations require coordination across multiple parts of the maritime supply chain.
Scenario-Based Training for Ammonia Operations
A central feature of the handbooks is the use of practical, scenario-based guidance.
The material draws on operational situations ranging from routine maintenance activities to emergency evacuation and response. This is intended to help companies translate competency requirements into training that reflects situations personnel could encounter during actual ammonia-fuelled operations.
The shared competency taxonomy provides a common framework for determining training requirements based on responsibility and risk exposure.
Part of Wider Ammonia Safety Initiative
The three handbooks form part of the “Fuel Safety Frameworks: Ammonia” initiative and complement the Ammonia Process Safety Management (PSM) Maturity Self-Assessment Tool.
They build on the organisations’ earlier Ammonia Phase 3 Competencies and Training project, which examined the capabilities and operational requirements needed to support the safe deployment of ammonia-fuelled vessels.
That work incorporated input from stakeholders across the shipping, energy, fuel production, training and maritime technology sectors.

The handbooks are intended for a broad range of organisations and personnel involved in ammonia-fuelled shipping, including:
- Seafarers and shipboard crews
- Vessel and fleet managers
- Terminal and shore-based personnel
- Emergency responders
- Training providers

- Safety and competency management teams
By setting out role- and risk-based training expectations across shipboard and shore operations, the handbooks provide a framework that organisations can use when developing competency programmes for ammonia-fuelled vessels and associated infrastructure.
What Do the New Ammonia Handbooks Cover?
The three handbooks collectively address emergency response, maintenance, and leak detection, management, isolation and repair. Their framework is based on shared competency definitions, ship-shore coordination and practical operational scenarios.
As ammonia moves from being primarily a maritime cargo to becoming a potential marine fuel, the development of specialised competency and training frameworks will be an important part of preparing crews, terminals and supporting organisations for its operational risks.
